The campaign has been launched under the directions of Director General of Police Rajeev Kumar Sharma with the objective of controlling child labour and child trafficking while ensuring rehabilitation of rescued children.

Additional Director General of Police (Civil Rights and AHT) Hawa Singh Ghumaria has issued detailed guidelines to all police commissioners, range IGs, deputy commissioners of police, district superintendents of police and GRP units in Ajmer and Jodhpur for effective implementation of the campaign.

District-level nodal officers of Additional SP rank have been appointed to supervise the operation. Police headquarters has directed district police chiefs to coordinate with departments and stakeholders including the Social Justice and Empowerment Department, Women and Child Development Department, Labour Department, Child Rights Department, Child Welfare Committees, shelter homes, children’s homes and NGOs.

Special rescue teams will also be formed at police station level in every district. Each team will include one SI or ASI along with four police personnel. The teams will receive special training before the campaign begins to improve identification and action in cases related to child labour and human trafficking.

Representatives from the Women and Child Development Department, Social Welfare Department, Child Welfare Committees and NGOs will also be part of these rescue teams to ensure sensitive and coordinated rescue and rehabilitation efforts.

During the campaign, screening operations will be conducted at hotels, roadside eateries, brick kilns, factories, railway platforms, bus stands, religious places, highway dhabas and temporary settlements where children may be found working or staying.

Police headquarters has instructed officials to collect complete details, photographs and, if required, videography of identified children. In cases where children are found missing or victims of trafficking, immediate legal action will be initiated.

Rescued children will undergo medical examination and psychological assessment if necessary. They will also be produced before the concerned Child Welfare Committee. Efforts will be made to reunite children with their families after gathering details of parents and relatives.

In cases involving children brought from other states, local police stations and authorities of the concerned states will be informed immediately.

Police headquarters has also directed officers to identify organised gangs involved in child labour and child trafficking and ensure strict legal action against them. Authorities will inspect night shelters and living locations of children to determine the involvement of organised networks.

Cases related to human trafficking will invite action under Sections 143, 144, 145, 146, 98 and 99 of the Bharatiya Nyaya Sanhita. Strict legal action will also be taken under Sections 75 and 79 of the Juvenile Justice Act, 2015, and provisions of the Child Labour Prohibition Act, 1986.

Rajasthan Police stated that the state government follows a zero-tolerance policy against child labour, bonded child labour and child trafficking, and the “Umang-VII” campaign aims to rescue children from exploitation while ensuring strong legal action against offenders and organised gangs.
