Delhi Government Approves Startup and Incubation Policy with ₹400 Crore Investment

New Delhi, July 16: The Delhi government, under the leadership of Chief Minister Rekha Gupta, has approved a new Startup and Incubation Policy aimed at promoting innovation, research, and entrepreneurship in the capital. This ambitious policy will see an investment of over ₹400 crore in the next five years, with the goal of positioning Delhi as a leading hub for innovation and entrepreneurship, transforming youth from job seekers to job creators.

Chief Minister Rekha Gupta emphasized that the policy goes beyond merely assisting startups; it represents a significant step towards empowering youth. She assured that students, researchers, educators, alumni, and young entrepreneurs will have access to resources, guidance, and financial support to turn their ideas into successful businesses.

In the first phase of the new policy, state-of-the-art incubation centers will be established in 11 state universities, 13 government-aided colleges, polytechnic institutes, industrial training institutes (ITIs), and government schools. The government will provide one-time financial assistance to eligible institutions for setting up and strengthening these incubation centers. Additionally, annual operational support will be given for mentoring, networking, innovation activities, and the development of the startup ecosystem.

Startups associated with these incubation centers will receive targeted financial assistance at various stages of their development, including prototype creation, concept testing, product development, market testing, and commercialization. The centers will provide young entrepreneurs with modern infrastructure, expert guidance, business advice, intellectual property (IP) support, laboratory and testing facilities, and opportunities to connect with investors and industry professionals.

The policy also includes the annual organization of the ‘Delhi Startup Youth Festival,’ which will serve as a major platform for innovation and entrepreneurship in the capital, bringing together young innovators, academic institutions, startups, investors, industry representatives, and policymakers. This platform will showcase new ideas, foster partnership opportunities, and inspire youth to advance their ventures.

To ensure effective implementation of the policy, a State Incubation Policy Monitoring Committee will be formed, comprising representatives from the government, academic institutions, industry, and the startup ecosystem. This committee will ensure transparent administration, effective implementation, and performance-based financial assistance.

Chief Minister Rekha Gupta reiterated the Delhi government’s commitment to promoting innovation, developing youth entrepreneurship, and creating new opportunities. She stated that this policy will be a significant step towards building a self-reliant, robust, and innovation-driven Delhi, helping to establish the capital as a leading center for startups and entrepreneurship in the country.
