Jaipur, March 1 (Udaipur Kiran): Chief Minister Bhajan Lal Sharma on Saturday announced a series of major measures aimed at strengthening law and order, restructuring police cadres and enhancing the welfare of police personnel. Replying to the discussion on the Finance and Appropriation Bill in the Assembly under the Rajasthan Budget 2026–27, he outlined a roadmap for smart and empowered policing across the state.

Cadre Restructuring to Benefit 7,000+ Personnel
The Chief Minister said that constables appointed in the technical cadre in 1998 are still serving on the same post, while their counterparts in civil police have been promoted to Assistant Sub-Inspector. To address this disparity and boost morale, the state government has decided to undertake cadre restructuring in the technical wing. The move will open up promotion avenues for more than 7,000 personnel and is expected to improve efficiency and strengthen morale within the department.
Dial 112/100 Integration and Deployment Boost
To make policing more responsive, all police stations and patrol units will be integrated with the Dial 112/100 system. In a phased manner, 1,250 new vehicles will be deployed and 2,500 additional personnel will be made available. Monitoring and implementation will be coordinated at the Police Headquarters level. The government aims to further reduce the current ERSS response time of 9.25 minutes to ensure faster assistance during emergencies.
Expansion of Kalika Patrolling Units for Women’s Safety
At present, 500 Kalika Patrolling Units are operational across 46 police districts with a focus on women’s safety. The Chief Minister announced an increase in these units from 500 to 600 to strengthen prevention of crimes against women and improve safety at public places.
Formation of State Special Police Force
Security of key installations such as Lok Bhavan, the Assembly, High Court, Chief Minister’s residence, airports and industrial units is currently handled by civil police and RAC. The Chief Minister proposed the formation of a specially trained “State Special Police Force” equipped with modern security equipment to provide high-tech protection to these important institutions.
New Police Stations and DSP Offices
To strengthen ground-level infrastructure, new Circle/DSP offices will be set up in Luni (Jodhpur) and Pisangan (Ajmer). The Oil Factory Police Outpost in Baran and police outposts at Bachhadao (Chauhatan), Mahavir Nagar (Barmer) and Nadol (Jodhpur) will be upgraded to police stations. A new police station will also be established at Pinan (Raini) in Alwar district.
Increase in Mess Allowance
Focusing on welfare measures, the mess allowance for police personnel has been increased from ₹2,700 to ₹2,850 per month. The decision is seen as a step towards improving morale and job satisfaction among the force.
