Jaipur, May 20, 2025 — The Rajasthan Special Operations Group (SOG) has arrested school lecturer Kavita Lakhera in connection with the 2022 School Lecturer (Economics) Competitive Exam paper leak case. Lakhera had been on the run since her brother’s arrest earlier this year in the same case. According to investigators, she paid ₹25 lakh to gain access to the leaked question paper and secured the 20th position in the merit list.

Arrest and Court Remand
Kavita Lakhera, 35, was apprehended by the SOG team on Saturday and presented in court on Sunday. She has been remanded to three days in police custody for further interrogation. Officials said she used the leaked paper to secure a teaching position at Government Senior Secondary School, Jaliya Pratham, in Beawar’s Jawaja block.
SOG Additional Director General V.K. Singh confirmed the arrest and stated that the accused had purchased the paper through a well-coordinated nexus involving her brother and other middlemen.
Paper Purchased Through a Syndicate
Preliminary investigation revealed that Kavita obtained the exam paper through her brother, Deepak Lakshkar, who was earlier arrested by SOG. Deepak acted as a facilitator, connecting Kavita with paper racketeers. The deal was allegedly sealed for ₹25 lakh. On the eve of the exam, Kavita and other aspirants were taken to a secret location, where they were provided the solved question paper.
Kavita appeared for the exam on both days after preparing from the leaked paper and managed to score high enough to rank 20th in the final merit list. Prior to this, she had appeared in several recruitment exams but failed to clear any.
Payment in Two Installments
According to Deepak’s confession, the payment was made in two parts—₹12 lakh was handed over on the day of the exam, and the remaining ₹13 lakh was paid after her selection. To arrange the funds, the family reportedly sold a plot of land.
Deepak also named others involved in the scam, including Omprakash Gurjar (Tonk), Ganpat Vishnoi (Jalore), Ram Ratan (Jaipur), Ramchandra Meena (Tonk), and Purushottam Lakhera (Jaipur). On the exam day, Kavita was taken by Omprakash in a Scorpio vehicle to a location where around 8 to 10 candidates were also present and were briefed on the Economics paper.
Digital Evidence Uncovered the Network
SOG unearthed the paper leak network by examining the mobile chat history between Kavita, Deepak, and other accused. Based on this, the agency has booked seven individuals so far. Investigations are underway to trace others connected to the operation.
Background of the Exam and FIR
The Rajasthan Public Service Commission (RPSC) had conducted the School Lecturer (Economics) competitive examination on October 15–16, 2022. After receiving intelligence inputs of irregularities, the SOG launched a detailed investigation and registered an FIR on April 10, 2025. The probe confirmed that the paper had been leaked prior to the exam.
The SOG is continuing its investigation and more arrests are likely in the coming days, as the case exposes deep flaws in the recruitment system and highlights the growing influence of organized cheating networks.
