Call for Removal of Defunct Schemes and Inclusion of Active Programs
Udaipur, January 31 – Member of Parliament (MP) Mannalal Rawat has written a formal letter to Union Minister of Rural Development, Shivraj Singh Chouhan, requesting an urgent update to the list of schemes and programs under the District Development Coordination and Monitoring Committee (DISHA).
MP Rawat highlighted that several schemes listed under DISHA are no longer operational, while many active government schemes remain excluded. To ensure effective governance and developmental implementation, he has urged the Ministry to revise and update the scheme list in accordance with current operations.

Need for Updating DISHA’s Scheme List
In his letter, MP Rawat pointed out that the Rural Development Ministry of the Government of India had included a total of 67 schemes under DISHA as per the revised guidelines issued on December 1, 2023. However, during the district-level DISHA Committee meeting in Salumber on January 15, 2025, it was observed that:
- Several previously listed schemes are no longer in operation.
- Several active government schemes are missing from the list.
These discrepancies hinder the effective implementation and monitoring of key government initiatives, necessitating an immediate revision.
Defunct Schemes That Should Be Removed
MP Rawat specifically mentioned two schemes that are no longer operational but remain listed under DISHA:
- Shyama Prasad Mukherji Rurban Mission (SPMRM) – Ministry of Rural Development
- Pradhan Mantri Gramin Digital Saksharta Abhiyan (PMGDISHA) – Ministry of Electronics and IT
These schemes have been discontinued, yet they continue to be listed under DISHA, creating administrative inefficiencies.
Active Schemes That Must Be Included in DISHA
MP Rawat also identified several key government programs currently in operation that are missing from the DISHA scheme list. These include:

- PM-KUSUM – Solar power initiatives for farmers
- National Horticulture Mission – Agricultural growth and sustainability
Livelihood & Entrepreneurship
- PM-SVANidhi – Financial support for street vendors

- PM Employment Generation Program (PMEGP) – Promoting micro and small enterprises
Education & Digital Inclusion
- PM SHRI Schools – Model schools under the National Education Policy
- PM-WANI – Nationwide broadband connectivity initiative
Health & Social Security
- PM Shram Yogi Maandhan – Pension scheme for unorganized workers
- Atal Pension Yojana – Retirement security for low-income groups
- PM Jeevan Jyoti Bima Yojana – Life insurance for low-income individuals
- PM Suraksha Bima Yojana – Accidental insurance coverage
Financial Inclusion & Women Empowerment
- PM Jan Dhan Yojana – Universal banking access
- PM Mudra Yojana – Loans for small businesses
- Stand-Up India – Entrepreneurial support for SC/ST and women entrepreneurs

MP Rawat’s Appeal to the Union Minister
MP Mannalal Rawat has urged Union Minister Shivraj Singh Chouhan to take immediate action and ensure that DISHA’s scheme list is updated to align with the current developmental framework of the Government of India.
Updating the scheme list will:
