Jaipur, March 25 – The Rajasthan High Court has issued summons to senior IAS officer Bhawani Singh Detha, along with former Commissioner of College Education Suchi Tyagi and Joint Director R.C. Meena, for failing to comply with a court order for nearly three years. The officials have been directed to appear in person on March 28, with the court stating that failure to comply with judicial directives amounts to contempt of court.

High Court Warns of Penalty Despite Late Compliance
Justice Umashankar Vyas, while hearing the contempt petition filed by Dr. D.C. Dudi, noted that although compliance was made within 18 hours of the court’s strong stance, the delay of several years was inexcusable. The judge emphasized that as public servants, especially senior officers, the responsibility to uphold the law and court directives is even greater.
The court added that it may consider leniency if the officers appear and express genuine regret while assuring timely compliance with future court orders.
Background of the Contempt Case
The case relates to the Career Advancement Scheme (CAS) benefits due to Dr. Dudi, a college lecturer under the Department of Higher Education. The department allegedly ignored counting his previous service from another state despite a High Court order dated May 5, 2022, and a Supreme Court dismissal of the state’s plea in September 2023.
Advocate Ajay Chaudhary, representing Dr. Dudi, argued that only after the court’s strict warning was the order executed, and that too after almost three years of delay.
46 Contempt Petitions Against Bhawani Singh Detha
The petitioner also presented records of 46 contempt petitions pending against IAS officer Bhawani Singh Detha, underscoring repeated instances of non-compliance with court orders.
The High Court has stated that while the officers have now complied, it reserves the right to impose fines for the prolonged delay and contempt. All three officers must explain on March 28 why they should not be penalized for contempt of court.
