Two-Child Norm Removed for Local Polls, Major Cabinet Decisions Taken

Jaipur, February 25, 2026 (Udaipur Kiran) – Several key decisions were taken in the Rajasthan Cabinet meeting chaired by Chief Minister Bhajanlal Sharma in Jaipur, with the most significant decision relating to municipal and panchayat elections.

Parliamentary Affairs Minister Jogaram Patel said the Cabinet has approved the Rajasthan Panchayati Raj Act 2026 and the Rajasthan Municipalities Act 2026. Under the proposed changes, the condition of having no more than two children to contest local body and panchayat elections has been removed. The government will bring a bill in this regard.

Deputy Chief Minister Prem Chand Bairwa informed that approval has been granted for the establishment of an Ayurveda and Naturopathy University in Ajmer. The Cabinet has cleared the bill for setting up the university.

Directorate to Monitor Economic Offences

The Cabinet has also approved the formation of the Revenue Intelligence and Economic Directorate. The headquarters of the Economic Offences Control Directorate will be in Jaipur. The directorate will monitor cases related to banking fraud, cheating, illegal land कब्जा, irregularities in registration and tax evasion.

It will analyse inputs received from the Commercial Taxes, Excise and Stamps Departments to prevent revenue leakage. A total of 107 posts will be created for this purpose.

₹500 Crore Investment in Iron Ore Mine

Industries Minister Rajyavardhan Singh Rathore said that an investment of ₹500 crore will be made in an iron ore mine in Udaipur. The company will produce 1.5 million metric tonnes and generate employment for 550 youths. The land will be allotted to the company at twice the DLC rate.

Rajasthan Mandapam Project Model Revised

The Cabinet has also revised the model of the Rajasthan Mandapam project. Earlier, the total project cost was estimated at around ₹30,055 crore, with a gap of ₹635 crore between revenue generation and cost to be borne by the state government.

Under the revised model, the project cost has been reduced to ₹5,815 crore, and revenue generation is estimated at ₹5,825 crore.

Industrial Park Promotion Policy Approved

The Rajasthan Industrial Park Promotion Policy 2026 has also been approved. Four models will be implemented under the policy:

  • In the first model, RIICO will provide the entire land.

  • In the second model, if a developer has 80% land, they can obtain the remaining 20%.

  • In the third model, the entire land will belong to the developer.

  • In the fourth model, development will take place under the PPP mode.

To promote investment, the first ten industrial parks will receive special incentives. Subsidy provisions include 20% on investments up to ₹100 crore, ₹30 crore for investments between ₹100 crore and ₹250 crore, and up to ₹40 crore for investments above ₹250 crore.

Fifty per cent of the cost for Common Effluent Treatment Plants will be reimbursed. Basic infrastructure such as water, roads and electricity will be provided. The government will bear the cost of constructing roads up to the nearest approach road.

The government stated that with limited time available, development must be accelerated. Special incentives will be offered in areas where industrial development is currently low. Complete information regarding industrial land in the state will be made available on the Raj Nivesh portal.
