Government to Introduce Strict Public Examination Amendment Bill to Prevent Paper Leaks

New Delhi, July 27: The central government will present the ‘Public Examination (Prevention of Unfair Means) Amendment Bill, 2026’ in Parliament on Monday. This bill aims to curb paper leaks and irregularities in public examinations and is part of the government’s legislative agenda.

Union Minister Dr. Jitendra Singh will introduce the bill in the House, which seeks to amend the ‘Public Examination (Prevention of Unfair Means) Act, 2024′. The government has already issued a notification regarding this matter.

The proposed amendments aim to strengthen legal provisions to enhance transparency and fairness in the examination system while protecting the interests of students. It includes provisions for imprisonment of up to 10 years for serious offenses related to paper leaks and examinations, fines of up to ₹10 crores, asset confiscation of the guilty, and resolution of cases within three months.

According to government sources, the central cabinet approved the proposed amendment bill and its related provisions on Friday. These include arrangements for fast-track courts to expedite hearings of paper leak and examination fraud cases, along with stringent penalties for offenders. Discussions on the proposed law are expected to take place in Parliament this week.

This initiative follows Prime Minister Narendra Modi’s announcement regarding the introduction of a comprehensive bill with strict provisions against paper leaks.

As per the proposal, fast-track courts will be required to complete hearings and deliver judgments within three months to ensure swift justice in examination-related crimes.

Earlier, in a video message shared on his official X account, Prime Minister Modi stated that the central government has prepared a comprehensive bill that includes strict actions and penalties against those involved in paper leak cases. He wrote on X, “Tomorrow, strict action against paper leaks will be taken in the Cabinet!”

The Prime Minister emphasized that incidents of paper leaks cause serious difficulties for students and their families. He noted that in the past two and a half months, the central government has taken several actions to ensure the arrest of individuals involved in such crimes and has initiated legal proceedings against them.

Reiterating the government’s commitment to protecting students’ interests, the Prime Minister stated that all available resources were utilized to conduct examinations for approximately 2.2 million candidates without any delays.
