Jammu : The members of backward classes under the banner of Jammu and Kashmir Reserved Categories Employees Association on Wednesday said that the government is depriving them of constitutional rights. Addressing a press conference here, the members of SC/ST/OBC communities expressed anguish against the alleged continuous violation of their constitutional rights and forceful thrusting of unlawfully exercised Laws on the people of J&K.
“First practically dead Article 370 was abrogated to be fool masses and subsequently, J&K Reorganization Act came into existence converting the state into a UT on false promises of all around development including huge employment generation,” the members rued.
They further alleged that recruitment agencies are anti SC/ST/OBC, adding, “now, the Delimitation Commission by sitting in the office has made a draft report and and ignoring aspirations of the people and the geography has brought out a draft report giving 47 seats to Kashmir and 43 to Jammu Division, keeping disparity between two regions as such, be fooling Jammuites once again.
” Prime Minister Narendra Modi and Home Minister Amit Shah’s slogans like “Dhara 370 Ka Khatma Jammu Kashmir Mein Naya Itihas Likhega”, is fast losing its luster, they claimed. “Bureaucracy is continuously dozing and misguiding J&K LG in all the matters of public welfare and more so in the matters related to welfare measures announced by Modi Government for SC/ST/OBCs of J&K,” they said.
JKRCEA member Prof. G.L. Thapa elaborated on the plights of employees of backward classes in J&K stating that Reservation in Promotions for SC/STs have been virtually killed in spite of all legal backing and constitutional support. “Bureaucracy have totally engulfed the system and they are working in autocratic style giving strong blow to democratic values. Even the BJP leaders are helpless in front of present bureaucratic system,” they alleged. Another member, Prof.
Kali Dass said that implementation of Mandal Commission report is awaited in JKUT and unconstitutionally many are enjoying good share of reservation in educational institutions and employment at the cost of depriving OBCs of their due share. He demanded revisit to these reservation and implementation of 27 percent reservation to OBCs in JKUT as promised by the Prime Minister on many occasions. Sham Bassan, another member said that Draft Delimitation Report is anti people of Jammu and more so anti SC/ST/OBCs.
He said that there were 15 assembly segments in Jammu Division (Kathua, Hiranagar, Samba, Vijaypur, Bishnah, R.S.Pura, Jammu West, Marh, Domana, Akhnoor, Nowshera, Ramnagar, Reasi, Chennani, Ramban) where SC population was more than 30 percent and there were five segments (Kathua, Samba, Vijaypur, Bishnah, R.S.Pura, Marh) where SC population was touching 50 percent but in present delimitation commission report the SC segments have been multifractured and irrationally broken and clubbed.
A Maha rally shall be organized in Jammu in the last week of March to press for long pending demands of SC/ST/OBC communities of JKUT like Restoration of Reservation in Promotions from 2015 onwards, Implementation of Mandal Commission report, On ground implementation of SC/ST Atrocities Act and Forest Rights Act, Land ownership rights and stoppage of giving JKUT land to outsiders on nominal rates, and no ST Status to Paharis.
