March 27, 2025 – Harrisburg, PA – In another sign of growing momentum for Democrats in local and special elections, James Malone has delivered a surprise victory in a Pennsylvania state Senate special election—flipping a district that former President Donald Trump carried by double digits just months ago.
Malone, a Democrat, led Republican Josh Parsons, a county commissioner, by nearly 500 votes with almost all ballots counted, continuing a Democratic surge in off-year, down-ballot contests. While the Associated Press has yet to officially call the race, Parsons conceded via a post on X (formerly Twitter), stating, “It appears we will come up a little short.”

Malone’s win is being compared to Democrat Mike Zimmer’s victory in Iowa earlier this year, when he flipped a state-level seat in a district Trump had won by over 20 percentage points. “We basically used Zimmer’s playbook and adapted it to our area,” said Stella Sexton, Malone’s campaign manager.

In a second key win on Tuesday, Democrats also reclaimed their majority in the Pennsylvania state House, which had been deadlocked following the death of a Democratic member.
