Dehradun, June 20 — In a major bureaucratic reshuffle, the Uttarakhand government has transferred a total of 57 officers, including 32 IAS, 24 PCS, and 1 Secretariat Service officer. The transfer orders were issued on Thursday by Joint Secretary Rajendra Singh. Among the changes, District Magistrates (DMs) of Pauri, Rudraprayag, Uttarkashi, and Champawat have been replaced.

In the reshuffle, Chief Secretary Anand Bardhan has been relieved of the role of Chief Project Director, Watershed Department. The position of Secretary Tourism and Religious Affairs, and CEO of Tourism Development Council has been assigned to Dheeraj Singh Garbyal, replacing Sachin Kurve. B.V.R.C. Purushottam has been replaced by Dilip Jawalkar as Secretary, Cooperation Department, along with additional roles in the Watershed and Audit Directorates.
Dr. Pankaj Pandey has been relieved of his duties as Secretary, Labour, and as Chairman of the Uttarakhand Building and Other Construction Workers Welfare Board. Chandresh Kumar Yadav has been assigned responsibility in the Food Department. Dr. R. Rajesh Kumar has been relieved from Secretary, Irrigation and Minor Irrigation, and Dr. V. Shanmugam has been relieved from Director of Audit.
Dr. Neeraj Khairwal has been reassigned as Secretary, Languages, replacing his previous roles in Social Welfare. Shridhar Babu will now serve as Secretary, Labour and Social Welfare, and Chairman of the Multi-Purpose Finance and Development Corporation, and the Construction Workers Welfare Board.
Yugal Kishore Pant has been appointed Secretary of Irrigation and Minor Irrigation and will oversee project development at Uttarakhand Jal Vidyut Nigam Ltd. Ranjana Rajguru has been assigned as Additional Secretary for Child Development and Women’s Welfare. Reena Joshi has been appointed as Additional Secretary to the Governor. Harish Kandpal has been placed on the waiting list.
Other key appointments include Sanjay Kumar taking additional charge as Director, Employment; Manuj Goyal as Additional Secretary, Technical Education and Director, NHM; Himanshu Khurana relieved as CEO, PMGSY; and Abhishek Ruhela assigned as Project Director, UUSDA.
Parag Madhukar Dhakate will now serve as Special Secretary, Minority Welfare, and Chairman of the Waqf and Minority Welfare Development Corporation. Sonika has been relieved of her duties as Additional Secretary, Cooperation and Civil Aviation. Anand Swaroop has been reassigned from Additional Secretary, Planning.
Changes in District Magistrates
Ashish Kumar has been relieved as Pauri DM and appointed CEO, Uttarakhand Civil Aviation Development Authority (UCADA) and Director of Sports and Youth Welfare. Swami S. Bhadoria has been appointed as the new DM of Pauri.
Navneet Pandey has been transferred from Champawat DM to Additional Secretary, Personnel and Vigilance Planning. Manish Kumar takes over as DM of Champawat. In Uttarkashi, Meharban Singh Bisht has been reassigned to Energy, Cooperation and UREDA, and Registrar Cooperation. Prashant Kumar Arya is the new DM of Uttarkashi.
Dipti Singh has been appointed Director General, Education. Saurabh Gaharwar has been relieved as DM of Rudraprayag and appointed Managing Director, SIDCUL and DG/Commissioner, Industries. Prateek Jain will serve as DM of Rudraprayag.
Divesh Shashni has been transferred from Chief Development Officer (CDO), Almora, to the same position in Udham Singh Nagar. Secretariat officer Shyam Singh has been appointed Additional Secretary, Sainik Welfare.
PCS Appointments
Among PCS officers, Ramnaji Sharan Sharma has been appointed CDO of Almora. Shiv Kumar Barnwal is now Secretary of the Subordinate Services Selection Commission. Raza Abbas has been appointed Municipal Commissioner of Dehradun. Fincharam is the new Additional District Magistrate of Haridwar. Pyare Lal Shah becomes Municipal Commissioner of Kotdwar, while Devendra Singh Negi is appointed Deputy Collector of Haridwar.
