New Delhi, May 1: Vishwajeet Sahay, an officer of the 1990 batch of the Indian Defence Accounts Service (IDAS), has taken over as Secretary (Defence Finance) in the Ministry of Defence. This was announced in an official statement on Friday.
Previously, he served as the Controller General of Defence Accounts (CGDA). Sahay is an alumnus of St. Stephen’s College, Delhi University, and holds a law degree. He brings over 30 years of experience in defence finance and public administration.
According to the ministry, he has held several key positions, including Additional Secretary and Financial Advisor in the Department of Science and Technology, Joint Secretary in the Heavy Industries Department, Finance Manager (Acquisition Wing) in the Ministry of Defence, and Director in the Ministry of Information and Broadcasting.
He has also played significant roles in the Defence Accounts Department, including serving as Principal Controller of Defence Accounts (Pensions) in Prayagraj, Joint CGDA, and Special CGDA. Sahay has represented India internationally and participated in training programs at institutions such as the University of Cambridge (UK) and the George C. Marshall European Center for Security Studies (Germany).
Meanwhile, Bharat Kheda has assumed the role of Secretary in the Ministry of Micro, Small and Medium Enterprises (MSME). A 1995 batch Indian Administrative Service (IAS) officer from the Himachal Pradesh cadre, Kheda has over 30 years of administrative experience in both central and state governments. He previously served as Additional Secretary in the Department of Consumer Affairs.
From November 2014 to February 2020, he was Joint Secretary in the Ministry of Defence, where he handled matters related to the Indian Air Force and coordinated national events such as the Republic Day celebrations for four consecutive years from 2017 to 2020.
Additionally, Kheda oversaw matters related to the Border Roads Organisation (BRO) and international cooperation within the Ministry of Defence. He later worked for nearly two years as Joint Secretary in the Cabinet Secretariat, managing issues related to commerce, industry, and technology, and contributing to policy decisions during the COVID-19 pandemic.
Currently, the MSME sector contributes over 30 percent to India’s Gross Domestic Product (GDP) and plays a vital role in job creation, manufacturing, and exports. As MSME Secretary, Kheda is committed to empowering this sector and furthering its role in achieving the goal of ‘Developed India 2047.’
