Jaisamand Zonal Master Plan Approved to Boost Jobs

Udaipur, February 18, 2026 (Udaipur Kiran) – Acting on the suggestion of Member of Parliament Dr Mannalal Rawat, the government has decided to prepare a zonal master plan for Jaisamand. The proposal has also been included in the state Budget. The move is expected to generate employment opportunities in the region and help curb migration.

Dr Rawat had written to Deputy Chief Minister Ms Diya Kumari before the Budget, urging the preparation of a tourism master plan to protect the livelihood of villagers affected after the Jaisamand Wildlife Area in Salumber district was declared an Eco-Sensitive Zone.

Referring to the notification issued by the Ministry of Environment, Forest and Climate Change, Government of India, on August 6, 2020, Dr Rawat stated that the declaration of Jaisamand Wildlife Area as an Eco-Sensitive Zone led to the implementation of several environmental restrictions in the region. The area falls under a Scheduled Area, where the provisions of the PESA Act, 1996 and the Forest Rights Act, 2006 are applicable for safeguarding the interests of local tribal communities.

According to the letter, villages located within the notified zone—including Tulsi Ka Namla, Naijhar, Bagruwa, Ajbara, Basot, Runija, Vasu, Adwas, Jagat, Jawad, Gingla, Nayakua, Menduda, Semal, Ghulji Ka Guda, Saradi, Kantoda, Butwas, Pahadi, Batuka, Jhadol, Dhani Melana, Dhavadiya, Dingadi Fala, Devla and Oda—have witnessed an adverse impact on livelihoods due to the restrictions. As a result, many residents have been compelled to migrate in search of employment.

Dr Rawat emphasized that a permanent solution requires suitable relaxation in rational regulations and the preparation of a comprehensive tourism master plan through wide consultation with local public representatives. Such a plan would strengthen the livelihoods of residents living on the lake’s islands and along its banks, particularly tribal families, and create new employment opportunities in the region.

Taking the matter seriously, the government has decided to prepare a zonal master plan for Jaisamand. Deputy Chief Minister Ms Diya Kumari has included this decision in the Budget announcement.

Along with Jaisamand, the government has also announced zonal master plans for the Eco-Sensitive Zones of Kesarbaug in Dholpur, Tal Chhapar in Churu, and Shergarh Wildlife Sanctuary in Baran.
