Instagram Lowers Video Quality for Low-Engagement Content, Says Head Adam Mosseri

Instagram has confirmed it is reducing the quality of videos that attract fewer views, a move aimed at optimizing platform resources. Adam Mosseri, the head of Instagram, disclosed this policy during an ask-me-anything (AMA) session on Instagram Stories. Mosseri revealed that the platform prioritizes high-engagement videos in terms of encoding quality, which applies across all video formats on Instagram, including Stories, Reels, and longer videos.

Quality Reductions for Low-Engagement Videos

The policy affects content that fails to garner substantial views over time, with older Stories saved as Highlights being particularly impacted. Mosseri explained that the platform’s algorithms monitor viewership levels and automatically downgrade the quality of videos that draw limited engagement. This measure, he added, conserves computational resources and storage for high-traffic videos, ensuring Instagram’s server resources are efficiently managed for widely viewed content.

In a follow-up discussion on Threads, Mosseri clarified that this quality reduction is applied on a sliding scale rather than an absolute threshold, with larger creators experiencing fewer downgrades due to higher viewership. “We bias to higher quality (more CPU-intensive encoding and more expensive storage for bigger files) for creators who drive more views,” Mosseri explained. The quality adjustment, he emphasized, is managed on an aggregate level rather than by individual viewers.

User Concerns and Platform Transparency

Some users expressed concerns over the lack of transparency regarding video quality changes and questioned if such a policy hinders smaller creators. When one user suggested that it might disadvantage smaller accounts, Mosseri responded that content quality, rather than video resolution, drives user engagement on the platform. According to Mosseri, most users engage with videos based on their content value, not visual fidelity, and the quality drop is “not significant enough” to affect overall user experience.
