MP Dr Mannalal Rawat Raised Question on Vehicle Scrappage Policy; Union Minister Nitin Gadkari Provided Detailed Reply

Udaipur: The Central Government has implemented an incentive-based vehicle scrappage policy to gradually phase out old, unfit, and polluting vehicles across the country. Under this scheme, citizens submitting a certificate of vehicle deposit while purchasing a new vehicle are eligible for rebates in motor vehicle tax.
According to the policy, up to 25 percent tax concession is available for non-transport vehicles and up to 15 percent for transport vehicles. These concessions are applicable for up to 15 years in the case of non-transport vehicles and up to 8 years for transport vehicles. These provisions are also being implemented in Rajasthan.
Union Minister for Road Transport and Highways, Nitin Gadkari, shared this information in the Lok Sabha in response to a question raised by MP Dr Mannalal Rawat. Dr Rawat had sought details on the implementation of the vehicle scrappage policy, including the number of old vehicles scrapped state-wise and the benefits provided to consumers purchasing new vehicles under the policy. He also inquired about the specific steps taken for implementation of the policy in Rajasthan.
Over 2.5 Lakh Vehicles Scrapped Nationwide
The Union Minister stated that a total of 1,32,612 government vehicles and 1,25,721 private vehicles have been scrapped so far through 106 registered vehicle scrapping facilities (RVSFs) across the country.
Rajasthan’s Progress Under the Policy
As per the minister’s reply, Rajasthan has three registered vehicle scrapping facilities operating currently. These centres have scrapped 7,822 private vehicles and 6,578 government vehicles so far. Additionally, two automated testing stations (ATS) are operational in the state, where 47,789 vehicles have been tested.
Citizens in Rajasthan who voluntarily opt to scrap their vehicles and submit a vehicle deposit certificate will not be charged any fee for issuance of a new registration certificate.
Special Tax Benefits for Older Vehicles
Furthermore, for all transport and non-transport vehicles manufactured as per BS-1 norms or earlier, a motor vehicle tax rebate of up to 50 percent is being offered in exchange for the scrapping certificate. This provision also covers all medium and heavy goods motor vehicles and medium and heavy passenger motor vehicles manufactured as per BS-2 norms.
