Babulal Kataras Tenure Ends While in Jail Amid Paper Leak Case
Babulal Kataras term as a suspended member of RPSC ends while he remains incarcerated over a paper leak case, raising concerns about the commissions vacancies.
Jaipur, October 15 (Udaipur Kiran) : Babulal Katara, a suspended member of the Rajasthan Public Service Commission (RPSC), has seen his term conclude while he remains behind bars due to allegations in a recruitment exam paper leak case. His tenure officially ended on October 15, 2026, without a resolution from the state government, which had referred his removal to the President of India.
Katara was arrested by the Special Operations Group (SOG) on April 18, 2023, in connection with the leak of the Senior Teacher Recruitment Exam 2022 paper. His suspension was initiated in January 2024 by the then Governor Kalraj Mishra, and he has since been linked to additional allegations regarding the Police Sub-Inspector Recruitment Exam 2021.
The Anti-Corruption Bureau (ACB) has also been investigating his assets. According to constitutional provisions governing the RPSC, the President can remove a member based on specific grounds, including disqualification or incapacity. If misconduct allegations arise, Article 317 of the Constitution allows for an investigation by the Supreme Court.
Despite the state government’s recommendation to the President for Katara’s removal, the process was not completed before his term expired, leaving the commission with four vacant positions. Currently, Lieutenant Colonel Kesari Singh is serving as the acting president of the RPSC, which has been without a permanent chair since June. Other members of the commission include Professors Ayub Khan, Hemant Priyadarshi, Deepak Sharma, Sushil Bisoo, and Santosh Anand. Katara’s departure raises concerns about the administrative capacity of the RPSC and the status of pending recruitment matters.
