7th Pay Commission: Central Government Extends Benefits for Employees in Kashmir Valley by Three Years

In a significant development for central government employees, the government has officially extended the special concessions and benefits granted to employees posted in the Kashmir Valley for an additional three years. The Ministry of Personnel has issued an official order confirming this extension, ensuring that employees continue to receive financial and logistical support while serving in the region.

Applicable Across All Government Departments and PSUs

The government order states:
“The concessions and facilities available to central employees in the Kashmir Valley will be extended for three years starting from August 1, 2024.”
This decision applies across all ministries, departments, and public sector undertakings (PSUs) under the Government of India. All relevant departments have been instructed to implement these benefits as per the guidelines.

The Kashmir Valley, comprising ten districts—Anantnag, Baramulla, Budgam, Kupwara, Pulwama, Srinagar, Kulgam, Shopian, Ganderbal, and Bandipora—will continue to benefit from these provisions.

Key Benefits Under the Extended Package

Relocation Allowance: Employees can opt to relocate their families to any part of the country at government expense. The relocation package covers transportation allowance (TA) along with an 80% Composite Transfer Grant based on their last drawn basic salary.

Daily Allowance for Commuting: Employees choosing to keep their families in Kashmir will receive a daily allowance of ₹141 to manage commuting and other expenses.

Accommodation, Security & Transport: The respective departments will ensure arrangements for official accommodation, security, and transport to workplaces for employees posted in the region.

Mess Allowance: Employees will receive a mess allowance, similar to that provided to Central Armed Police Force (CAPF) personnel, set at ₹142.75 per day.

Special Pension Exemptions: Pensioners who cannot collect their pensions from public sector banks, pay and account offices, or treasuries within Kashmir will now be allowed to withdraw their pensions from other locations in India where they have settled.

The decision reflects the government’s continued commitment to ensuring the well-being and support of central government employees serving in sensitive and challenging regions. With these concessions extended for another three years, employees can benefit from financial stability and logistical assistance while fulfilling their duties in the Kashmir Valley.
