In a move set to benefit over 120 crore mobile users in India, the Telecom Regulatory Authority of India (TRAI) has unveiled a series of reforms aimed at making telecom services more affordable and user-friendly. These new regulations include Rs 10 recharge plans with 365 days validity, dedicated plans for feature phone users, and the elimination of outdated recharge voucher systems.

Key Changes and Benefits
1. Affordable Recharge Plans
TRAI has mandated that all telecom operators, including Airtel, Jio, Vodafone Idea (Vi), and BSNL, offer Rs 10 top-up recharges with 365 days validity. This move ensures that users, especially those with limited usage, can keep their SIMs active at minimal cost.
2. Separate Plans for Feature Phone Users
Recognizing the needs of 2G feature phone users, particularly the elderly and rural population, TRAI has instructed telecom providers to introduce Special Tariff Vouchers (STVs) exclusively for voice and SMS services. These tailored plans will provide:
- Affordable options for basic communication needs
- Improved accessibility for marginalized sections of society
3. Extended Validity for STVs
To enhance convenience, TRAI has increased the validity of STVs from 90 days to 365 days, enabling users to enjoy long-term affordability without the need for frequent recharges.
4. Modernized Recharge Voucher System
In line with the growing preference for online recharges, TRAI has eliminated the color-coded physical voucher system, simplifying recharge options and aligning with digital practices.
5. Flexibility in Top-Up Recharges
While TRAI has retained the ₹10 top-up requirement, it has removed restrictions on this denomination, allowing telecom companies to issue top-up vouchers of varying values, offering users greater flexibility.
Relief for Millions of Users
These changes come as a significant relief, especially after the July 2023 tariff hikes, which left many users struggling to keep dual SIMs and feature phones active. With affordable voice and SMS plans, TRAI aims to bridge the connectivity gap for economically weaker sections and rural users.
Cybercrime Awareness Initiative
Complementing these reforms, the Department of Telecommunications (DoT) has directed operators to play cybercrime awareness caller tunes, ensuring users are educated on online safety.
