CBI Arrests Senior IAS Officer in IDFC First Bank Fund Misuse Case

New Delhi, June 23: The Central Bureau of Investigation (CBI) has arrested IAS officer Pankaj Agarwal in connection with the misuse of government funds linked to IDFC First Bank’s Chandigarh Sector 32 branch. The arrest was made on Monday, and Agarwal is set to be presented in court today, Tuesday.

The CBI took over the case at the request of the Haryana government. Investigations revealed that accounts were opened in violation of existing financial department regulations, with funds exceeding the prescribed limits being transferred. These accounts were established during Agarwal’s tenure as Principal Secretary. The inquiry uncovered fraudulent transactions that led to a loss of ₹60.54 crore to the government. Solid evidence has been gathered against Agarwal during the investigation.

It is noteworthy that the CBI assumed control of the case from Haryana’s State Vigilance and Anti-Corruption Bureau, which involved embezzlement amounting to approximately ₹60.54 crore. This case is part of a larger scam involving ₹504 crore from eight Haryana government departments, which was transferred to shell companies. So far, the CBI has filed charges against 17 individuals, including six bank officials from IDFC First Bank/AU Small Finance Bank, three government employees, two companies, and six private individuals.

In a related case of fund misuse in the Panchkula Municipal Corporation, senior IAS officer RK Singh has been sent to judicial custody following the conclusion of his police remand.

The CBI has also taken over two additional cases from the Union Territory of Chandigarh, one involving Chandigarh Smart City Limited (CSCL) and the other related to CREST Chandigarh. Charge sheets have been filed in both cases, with the CSCL case involving five bankers, one official, and one private individual, while the CREST case includes five bankers, two officials, four private individuals, and two companies. A senior officer has already been arrested in this matter.
