Udaipur, Rajasthan – April 20, 2025: In a major initiative to transform tribal-dominated regions, the Parliamentary Cluster Development Project was launched in the Udaipur parliamentary constituency. The launch event was held at Mohanlal Sukhadia University’s Bappa Rawal Auditorium, with BJP’s National Organizer V. Satish as the chief guest. The project is set to strengthen local resources, talent, and markets, providing sustainable livelihoods to tribal communities and reversing migration trends.

Ground-Connected Policy, Not Paperwork: V. Satish
Speaking at the event, V. Satish emphasized the contrast between past and present governance models. “Under Congress, tribal development plans were crafted in Delhi’s air-conditioned rooms. Under Modi ji, policies are born from grassroots experience,” he said. He also highlighted the negligence of tribal development in the post-Independence era, calling previous systems bureaucratic and centralized.
Satish praised the vision of Atal Bihari Vajpayee, who in 1999 established a dedicated Ministry of Tribal Affairs and the National Commission for Scheduled Tribes, laying the groundwork for tribal upliftment. Under Prime Minister Narendra Modi, these ideas have evolved into a New India vision, aiming for self-reliant tribal clusters.
He urged officials to create short-term work plans and long-term Detailed Project Reports (DPRs) to ensure the success of the cluster projects. “Big budgets are often quoted, but there’s no ground reality. This initiative holds officials and leaders accountable,” Satish stated. He also called upon local residents of selected villages to actively participate and take ownership of development.
Rāna Poonja & Maharana Pratap Clusters to Lead the Way
MP Dr. Mannalal Rawat, the program’s lead organizer, presented a detailed PPT highlighting two clusters selected under the scheme:

Rāna Poonja Cluster: Covering Devās and Jhadol blocks in Udaipur district

Maharana Pratap Cluster: Centered around Chawand in Salumber district
These clusters will see multi-sector development including natural and modern agriculture, forest-based products, animal husbandry, fisheries, skill development, water conservation, and irrigation-based livelihoods. The project aims to generate local employment and empower communities with sustainable infrastructure.
A Model for Tribal Progress Across Rajasthan
Tribal Affairs Minister Babulal Kharadi stressed that migration will be curbed by enabling employment at the local level. He emphasized the integration of government schemes and CSR funds to ensure impactful implementation. “Gujarat excelled in dairy because of local effort; we must replicate such success,” he said.
Rajya Sabha MP Chunnilal Garasiya announced that the project will soon be extended to the Dungarpur-Banswara parliamentary region, calling it a milestone in tribal empowerment.
