OBC Creamy Layer Controversy Delays Training for 958 UPSC Officers

Mumbai, October 25: The training of 958 candidates who passed the Union Public Service Commission (UPSC) Civil Services Examination in 2025 is currently on hold, leaving their careers in limbo. The Lal Bahadur Shastri National Academy of Administration (LBSNAA) in Mussoorie has yet to commence training, which typically starts in late August or early September and concludes in December. This is the first time since independence that the foundation course has been delayed.

The delay follows a Supreme Court ruling on March 11, 2026, regarding the determination of equality concerning the Other Backward Classes (OBC) creamy layer. The central government approached the Supreme Court again on August 24, seeking clarifications on the matter. On September 24, the Supreme Court reserved its decision on the government’s petition, which has halted the service allocation process and the foundation course for newly selected candidates.

While waiting for the training call, one successful candidate expressed, “I am still waiting for the invitation for the foundation course. Since service allocation has not occurred yet, we are hesitant to contact the officials.” Based on their ranks, these candidates are likely to receive appointments to the Indian Administrative Service (IAS). Another candidate mentioned, “I keep refreshing the LBSNAA website for updates. The training course was listed for August, but it has now disappeared.”

An official from LBSNAA stated that preparations for the foundation course are underway, but the start date has not yet been determined, pending a decision at the highest level.
