MP Rawat Urges Rajasthan CM to Address OBC Certificate Discrepancies for Kalal Community

Udaipur, April 11, 2025 — Member of Parliament Dr. Mannalal Rawat has formally written to Rajasthan Chief Minister, urging immediate intervention to resolve the ongoing challenges faced by the Kalal community in obtaining Other Backward Class (OBC) certificates under the central government quota. The issue has affected the eligibility of numerous students and job seekers for central government services and educational benefits.

Kalal Sub-Groups Face Exclusion Despite State Recognition

In his letter, MP Rawat cited representations received from the Sarvavargiya Kalal Mahasabha, Udaipur, highlighting that only one sub-group—“Kalal-Tank”—is currently listed under entry No. 25 of the Central OBC list (as per Gazette notification dated October 20, 1994).

As a result, other sub-categories of the Kalal community are being denied central OBC certificates, effectively excluding them from reservations and benefits in central government employment and education.

Rajasthan Government Recognizes Multiple Kalal Sub-Castes

Contrary to the limited central listing, the Rajasthan State Social Welfare Department, through its notification dated June 24, 2002 (No. 26832), includes several Kalal sub-groups under the OBC category. These include:

  • Kalal

  • Tank Kalal

  • Mewara Kalal

  • Suvalka Kalal

  • Jaiswal Kalal

  • Ahluwalia Kalal

  • Kalal Patel

MP Rawat emphasized that the state’s inclusive recognition underscores the need for parity at the national level, so that all eligible sub-groups can access the benefits entitled to them.

Call for Central OBC List Amendment

In his appeal, Dr. Rawat requested the Chief Minister to initiate a formal proposal to the central government, seeking a revision of the Central OBC list to incorporate the remaining sub-groups of the Kalal community.

He stated that the exclusion of deserving candidates based on incomplete central records is unjust, and called for urgent corrective measures to ensure equal representation and opportunity.
