Madhya Pradesh Government Revokes Two Child Policy

Bhopal, June 10: The Madhya Pradesh government has made a significant decision to revoke the 23-year-old ‘Two Child’ rule, providing relief to youth and employees seeking government jobs. Chief Minister Mohan Yadav issued directives on Tuesday to withdraw this regulation, which previously barred candidates with more than two children from obtaining government employment.

The Chief Minister instructed the General Administration Department to eliminate the draft provision from the Madhya Pradesh Civil Service Rules that deemed candidates with more than two children ineligible for direct recruitment and departmental appointments. The state government clarified that this draft has been removed from the official portal with immediate effect.

Notably, this rule was implemented in 2001 by the then-state government with the aim of population control. According to the regulation, individuals with more than two living children born on or after January 26, 2001, were considered ineligible for government service. This provision applied to both direct recruitment and departmental promotions.

The impact of this rule was not limited to job applicants alone. Under the Madhya Pradesh Civil Service (Conduct) Rules of 1965, having more than two children was classified as a disciplinary issue for government employees. If an employee had a third child after the cut-off date, departmental action could be taken against them.

Chief Minister Mohan Yadav decided to abolish this long-standing provision after reviewing its implications. The government stated that the revised draft will be republished in accordance with regulations.

Employee organizations have long demanded a review of this rule, arguing that it has become outdated and causes unnecessary hardships for many families. The government has announced that a draft of the new rules will be prepared and made available for public suggestions. The two-child restriction will not be enforced until the final notification is issued.
