UDAIPUR, June 21, 2026 (Udaipur Kiran) : The Rajasthan Agriculture University Pensioners’ Federation has opposed the recent changes made by the Rajasthan Government in the Rajasthan Government Health Scheme (RGHS), describing them as employee and pensioner-unfriendly.
In a joint statement, Federation State President Engineer Virendra Singh Solanki and State General Secretary Engineer Arvind Kaushal said that the recent changes in RGHS would create serious difficulties for employees and pensioners in accessing simple, convenient and cashless medical treatment. They stated that instead of making the welfare scheme simpler and more effective in line with its original objective, new administrative provisions, mandatory Aadhaar biometric verification, additional authentication processes and other technical requirements have made the treatment process more complicated for employees and senior pensioners. They also said that bringing RGHS under an insurance-based system and altering the earlier simplified arrangement would adversely affect the scheme’s original purpose.
Federation State Vice Presidents Dr. Surendra Kumar Bhatnagar, Dr. Arun Kumar Sharma, Dr. R.S. Chawda, Manphool Mangalia and Moolchand Jat said that mandatory Aadhaar biometric requirements would create practical difficulties for elderly pensioners, employees suffering from serious illnesses and beneficiaries living in remote areas. They stated that technical faults, network issues, fingerprint verification failures and delays in hospital-level procedures could affect timely treatment. They added that such complexities in an essential service like healthcare could become a source of inconvenience for senior citizens and pensioners.
Federation State Secretary Dr. Bharat Singh Bhimawat, Nemaram Jat, Mohanlal Changwal, Dr. Bhupendra Upadhyay, Mahavir Sharma and State Organisation Minister S.B. Sahay said that the objective of the RGHS scheme was to provide employees and pensioners with dignified, transparent and timely health security. However, they alleged that recent orders and procedural changes have created unnecessary administrative hurdles for beneficiaries. They said that repeated verification requirements, technical dependence and new procedures for availing cashless treatment at hospitals were causing mental stress to patients and their families. They urged the government to simplify healthcare services rather than make them more complicated.
The federation stated that employees and pensioners had made significant contributions to the development of the state during their service period and that providing them with dignified and hassle-free medical facilities after retirement was the government’s responsibility. It said that employee organisations and pensioner representatives should have been consulted before implementing any changes in RGHS and that unilateral decisions were creating dissatisfaction among beneficiaries.
The federation has demanded that the Rajasthan Government reconsider and withdraw the recent employee-opposed orders issued under RGHS, remove insurance company-related complexities and restore the simple, transparent and genuinely cashless healthcare facilities that were available earlier to employees and pensioners.
