Ranchi, August 12: Babulal Marandi, the Leader of the Opposition in the Jharkhand Assembly, accused the Hemant Soren government of administrative negligence and financial mismanagement, citing a report from the Comptroller and Auditor General (CAG). He stated that shortcomings in the implementation of schemes such as the Jal Jeevan Mission, Pradhan Mantri Awas Yojana-Gramin, and MGNREGA indicate the government’s failure to execute these programs effectively.
During a press conference at the BJP state office, Marandi highlighted serious concerns raised by the CAG regarding the tender process and progress of the Jal Jeevan Mission. He claimed that competition was minimal in some tenders, with one contractor awarded approximately ₹148 crores worth of work despite having a negative tender capacity.
Marandi noted that only two bidders participated in certain tenders for the Ranchi-East and Khunti divisions. He alleged that the demand drafts of both bidders were purchased from each other, as revealed in the CAG investigation. He also criticized the delay in implementing the Pradhan Mantri Awas Yojana-Gramin, stating that due to delays in finalizing targets and beneficiaries, 6.32 lakh out of 22.34 lakh eligible families were left out of the scheme.
Regarding MGNREGA, he mentioned that funds were released 40 to 55 days late, despite the scheme’s objective of providing timely employment to needy rural families. He claimed that the CAG found expenditures that were not permissible under the scheme.
Marandi further targeted the government’s financial status, stating that as of March 31, 2025, utility certificates related to expenditures amounting to ₹1,60,565 crores were pending. He pointed out that ₹31,110 crores of the ₹1,50,938.84 crore budget for the year 2024-25 remained unspent. Additionally, he claimed that out of ₹1,916.63 crores received for 13 centrally sponsored schemes, ₹596.02 crores were not utilized.
He concluded by stating that the CAG’s findings raise questions not only about specific schemes but also about the government’s overall administrative and financial practices. Marandi demanded that the government respond to the issues raised in the report and hold accountable those responsible.
