Assam Government Increases Dearness Allowance for Employees

Guwahati, June 6: The Assam Government has announced a significant relief for state employees by increasing the dearness allowance (DA). In addition, the government has approved the formation of a special development authority to develop Dibrugarh as the state’s second capital.

Chief Minister Himanta Biswa Sarma informed reporters after a cabinet meeting on Friday that the government has sanctioned a 2% increase in the dearness allowance for government employees.

Previously, employees were receiving a 58% dearness allowance, which has now been raised to 60%. The increased DA will be effective immediately.

The Chief Minister also mentioned that the cabinet has approved the establishment of the Dibrugarh Second State Capital Region Development Authority to facilitate the development of Dibrugarh as the second capital of Assam.

This authority will oversee the planned development and infrastructure expansion in the Dibrugarh area. The government has outlined its jurisdiction, which will primarily remain within Dibrugarh district.

The new authority will be chaired by the Commissioner of Dibrugarh, with representatives from the district council, municipal corporation, and various government departments included as ex-officio members. Additionally, a Chief Executive Officer (CEO) will be appointed to manage daily administrative operations.

To develop Dibrugarh as the second capital, the state government has decided to allocate ₹500 crore over the next five years.

The Chief Minister clarified that this amount is separate from regular government expenditures on roads, schools, colleges, hospitals, and other general development projects.

He stated, “This special package of ₹500 crore will be exclusively spent on developing Dibrugarh as the second state capital and will be utilized in a phased manner over the next five years.”

Currently, Dibrugarh MLA Prashant Phukan will be appointed as the chairperson of the development authority, which will later become part of the authority’s formal structure.

The government believes that these decisions will promote administrative decentralization and provide a new impetus to infrastructure and development activities in Upper Assam.
